(13-23). These increases taken with the increased grants for Efficiency (entry 31) are designed to raise the salaries of the Masters of District Schools to the Standard recommended by the Committee. (The Report sections 42, 38 and 79). It was not of course intended by the Committee that their standard should be adopted in full at once irrespective of the merits of the recipients. (13). Mr. Fung Fu. The proposals raised his salary to $720 or, with the maximum grant for Efficiency to $840. Mr. Fung Fu remains of the Permanent Establishment as he has had 20 years service and afford to forego it in exchange for an increase of salary, which I may add he will deserve. I propose that Mr. Fung shall forego his allowance for house rent of $72. His net increase is therefore $720-(684+72) = $24, in addition to the grant for Efficiency.
(14). Mr. Kwok King Shan. His salary is raised from $264 + $72 (house rent) to $360, an actual increase of $24. He can also earn a maximum grant for Efficiency of $120. I propose that this increase shall be given on the understanding that Mr. Kwok goes on to the Provisional and Temporary Establishment. I am inclined to think it a mistake to put Chinese on pension list as a rule. It is obviously undesirable for Government to lay up future obligations for itself unnecessarily; while the Chinese on the other hand prefer a present emolument. Their reasons for doing so are sound being based on their economic condition. We are anxious to earn pensions,
